I'd like to be able to import players into an event from "Manage Registrations". This is possible through the Outing Portal at "Registrants" but from what I see on the admin side, there isn't a way to import players to an event without Rostering them first (which is unnecessary and clutter the Rosters for public event.

This is related to feedback titled "Hide Players from Roster" because if we have to import to a roster then we'd want to hide the public players who aren't part of a club or league "roster" like we think of the player organization.
